I wonder if there's a story behind it. Maybe he was pissing at the roadside and the policemen grabbed both his arms and handcuffed him but he simply continued pissing. As he's wearing tracksuit bottoms, that would be the natural position for his pissing cock to end up in if both hands were grabbed. I don't think anyone would simply start pissing with a strong stream out of protest 'cause the policemen didn't want to let him pee. Whatever the case, I would've loved to see or read about the events leading up to his predicament!
