He could be peeing into the plastic bag, though that could be risky. It didn't look big enough to protect the seat very well.

I still reckon the bag was used as a sort of nappy to protect the seat rather than it being stuffed inside his trousers. There is simply no time for him to do anything between receiving the bag and the sigh of relief … or maybe it’s a sigh of defeat!
